0% INTEREST, DEFERRED HOMEOWNER EMERGENCY ROOF PROGRAM

The City of Altoona’s Community Development Department administers a 0% interest, deferred emergency homeowner roof replacement program. Loans are offered to the owner-occupied units located in the City of Altoona. Income limits vary according to family size. Loans will be forgiven at 25% a year for four years.

The Emergency Process is as follows:

The City of Altoona's Codes & Inspections Department will refer homeowners to the program. The homeowner will then be directed to the Community Development Department for an application for the Emergency Homeowner Roof Replacement Program. Once the completed application is received, along with the appropriate documentation, the City's Housing Rehabilitation Staff will conduct an inspection of the roof system with the homeowner. Together they determine the work to be done.

A Radon test must be performed within the home.  If radon exists and it is above the maximum level, the homeowner will no longer be eligible for the Emergency Roof Replacement Program, unless the homeowner has the radon remediated.

The Housing Rehabilitation Staff will prepare a description of the work and a cost estimate, which the homeowner approves. From this, the City prepares the bid specifications. When the homeowner approves these, the homeowner must provide a list of licensed, local contractors they wish to use to bid the project.  The contractors are required to visit the home in order to prepare their bids. The bids are opened and reviewed.

At this time the loan decision is made. If the loan is approved, a loan closing is then scheduled and all supporting papers are signed and recorded.

Work begins and is inspected by the City as it progresses. The City issues contractor payments, as called for in the contract. Once the work is completed, inspected and approved by the Housing Staff and the City of Altoona's Codes & Inspections Department, the final payment is made.
