All Together Altoona, The City of Altoona Comprehensive Plan


The planning process for the Comprehensive Plan, All Together Altoona, began in May of 2023 and was informed and guided by the Altoona community through several methods of engagement. A Steering Committee of local stakeholders worked closely with project consultants, czbLLC., throughout the process. Steering Committee members hosted Kitchen Table Conversations— small, facilitated discussions that aided the identification of important issues and how the community makes decisions. Approximately 150 members of the community participated in two rounds of conversations during the early summer and fall of 2023. An online survey in July of 2023 sought broad public feedback on important questions that shaped the plan. Over 700 people participated in the survey, which was also made available in a hard copy format. Open houses in July and December of 2023 provided an opportunity for residents to learn about the planning process and have in-depth conversations with Steering Committee members and project consultants about issues important to them. Approximately 100 people attended these events. Thus, this Comprehensive Plan reflects the priorities of the people, to include residents, business owners and stakeholders, and is also built on the extensive analysis of socioeconomic data and projections.

The plan, All Together Altoona, was adopted by Altoona City Council on July 8, 2024.

The Comprehensive Plan goes hand in hand with the City of Altoona’s Zoning and SALDO Ordinances. On July 9, 2024, one day following the adoption of the Comprehensive Plan, a Steering Committee of City Staff, who are intimately involved with the Zoning/SALDO Ordinances, began the process of evaluating and re-writing its Zoning Ordinance and Sub-Division and Land Development Ordinance (SALDO). Once again, contractors and stakeholders are a part of the process. The City of Altoona is fortunate to have their participation. The Zoning/Saldo re-write is under the direction of czbLLC., with project completion scheduled for the later part of 2025.
