
Councilman Carper was sworn in to his first term on January 8, 2020. He was born and raised in Blair County and currently resides in the Llyswen neighborhood with his wife, Shannon, and children, Charlotte and Joseph. In his first term he has expressed an interest in fighting to scale back burdensome regulations for businesses and homeowners in the city. He also wants to work to combat the addiction crisis by working closely with law enforcement and medical professionals. He is excited to get to work quickly for the people of Altoona.
Aside from his role as councilman, Joe is an active member of the community. He sits on the worship committee of his church, the executive board of the Blair County Republican Party, and is a leader in other political organizations in and around Altoona.
In his downtime, Joe enjoys spending time with family and friends, hiking and camping. You’ll also often find him working in his yard on home improvement projects throughout the warmer months.
