Dave is a life-long resident of Altoona, raised in Juniata. Dave graduated from Bishop Guilfoyle High School, the Pennsylvania State Police Academy Municipal Police Training Program and completed training at the Federal Law Enforcement Training Center.
Dave began his adult working career in the railroad shops of Altoona and Hollidaysburg. In 1982, he joined the Altoona Police Department. After 8 years Dave moved onto the Pennsylvania Office of Attorney General. He served as a field investigator, field supervisor, Regional Director, Bureau Deputy Chief and First Deputy Chief. In 2019, Dave was appointed Chief - Criminal Investigations and was responsible for three criminal investigative bureaus.
Dave previously served on the Altoona Area School Board, the Blair County Local Emergency Planning Committee, the Altoona Housing Authority, the Pennsylvania Municipal Police Officers Education and Training Commission and the Pennsylvania Law Enforcement Accreditation Commission.
Dave and his wife Janice live in Pleasant Valley. He has four adult children.
