The City Solicitor serves as Chief Counsel for the City of Altoona and is committed to representing, supporting and advising the Mayor, City Council, Department Heads and City Departments on legal issues and other matters pertaining to City operations.  The City Solicitor prepares a variety of documents to include ordinances, resolutions and contract agreements.

The City Solicitor, Thomas P. Finn, is a 1988 graduate of St. Francis University and a 1991 graduate of Dickinson School of Law where he was a member of the Woolsack Society and Appellate Moot Court Board.  He is admitted to practice before the Supreme Court of Pennsylvania, the United States District Court for the Western District of Pennsylvania, and the United States District Court of Appeal for the Third Circuit. Attorney Finn is a member of the Pennsylvania Bar Association and the Blair County Bar Association.
